OFFICIAL MASS MEETING CALL
Henrico County Republican Committee
of the Republican Party of Virginia
As Chairman of the Henrico County Republican Committee of the Republican Party of Virginia, and pursuant to the State Party Plan of Organization and as directed by the Committee, I, Bryan W. Horn, do hereby issue this call for a Mass Meeting to be held at the Henrico County Government Center, Board of Supervisor’s Room, 4301 East Parham Road, Henrico, Virginia 23228, or its alternate site if necessary, in Henrico County starting at 7:00 PM local time on Thursday, March 1, 2018 for the following purposes:
1. Electing a Chairman and up to 2,072 members of the Henrico County Republican Committee;
2. Electing up to 350 delegates and an equal number of alternates to cast 70 delegate votes at the Fourth Congressional District Republican Convention, to be held on May 12, 2018, at the Airfield Conference Center, 15189 Airfield Road, Wakefield, VA 23888, or an alternate site if necessary, beginning at 10:00 AM for the purpose of electing a District Chairman; and
3. For the transaction of such other business as may properly come before the mass meeting.
Please note: The convention previously set by the Seventh Congressional District Republican Committee has been cancelled due to the fact that Congressman Dave Brat has been deemed elected as the GOP nominee for the Seventh Congressional District of Virginia for 2018 and Ben Slone has been deemed elected Chairman of the Seventh Congressional District Republican Committee, there being no other prefiles, and all according to the terms of the call issued previously by the Seventh Congressional District Republican Committee.
Qualifications for Participation
All legal and qualified voters under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party, and who, if requested, express in open meeting, either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions, or primaries encompassing their respective election districts.
In addition to the foregoing, to be in accord with the principles of the Republican Party, unless otherwise stipulated by the appropriate Official Committee, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party within the last five years.
A single exception to the above paragraph shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. Any voter that utilizes the foregoing exception, and thereafter participates in the nomination process of a party other than the Republican Party, shall not have this benefit of the exception thereafter.
Military Participation Provision for Convention in the 4th Congressional District
Otherwise Qualified Military Members who declare via electronic mail to the Chairman of the Convention or his designee, as specified in the Call for the Convention, that because of the obligations of their official military orders, they are unable to attend their respective Unit mass meeting, canvass or convention called for the purpose of selecting delegates to a Convention, and that in lieu of selecting delegates to represent them from their respective Unit they instead wish to be represented by the Military Delegation, shall be entitled to representation via the Military Delegation.
Candidates for election as Chairman at said mass meeting shall file a written statement of intent along with a $250 filing fee by check made payable to the Henrico County Republican Committee to Rick McDonald, Treasurer, by mail or in person at 12821 Huntmaster Lane, Henrico 23233, which must be received not later than 5:00 PM on Monday, February 12, 2018. Postmarks do not govern. The filing fee shall be refunded if there is no contest for the position of Chairman.
Candidates for election as a Delegate or Alternate to the 4th District Convention or as a member of the Henrico Republican Committee shall file on an official 2018 Henrico Republican Prefile Form (see attached) to Rick McDonald, Treasurer, by mail or in person at 12821 Huntmaster Lane, Henrico 23233, which must be received not later than 5:00 PM on Monday, February 26, 2018. Postmarks do not govern.
Otherwise Qualified Military Members who wish to be represented by the Military Delegation shall send an e-mail declaration which shall include attached a signed statement of intent to support all Republican Nominees in the General Election, an affirmation of their official military orders precluding their attendance, and their email address for correspondence. The declaration shall be emailed to the Chairman of the 4th District Republican Congressional Committee or his designee at the email address and no later than dates designated in its Convention call. Subsequent to the receipt of the Declaration, Qualifying Military Members will be sent a Ballot Preference Form to be returned by email, as directed, prior to the Convention. Any otherwise qualified Delegate who would like to serve in the Military Delegation in lieu of serving as a Delegate for their Unit should notify their Unit Chairman along with their Delegate application.
There is no registration fee to participate in the Henrico County Republican Committee mass meeting. However, candidates for membership in the Henrico County Republican Committee must include their 2018 annual membership dues of $30.00 with their official 2018 Henrico Republican Prefile Form. There is a mandatory contribution of $10.00 required for each participant in the 4th District Convention to help defray convention costs.
Fees and outstanding dues are required to be paid at the time of filing for election to Henrico County Republican Committee membership, or election as a Delegate or Alternate to the 4th District Convention, by check made payable to the Henrico County Republican Committee returned with the Henrico Prefile Form to Rick McDonald, Treasurer, by mail or in person at 12821 Huntmaster Lane, Henrico 23233, which must be received not later than 5:00 PM on Monday, February 26, 2018. Mass Meeting Registration
Registration for the Henrico Republican mass meeting will begin at 5:30 PM on Thursday, March 1, 2018, and end promptly at 7:00 PM. Voters not in line at 7:00 PM will not be allowed to register. Voters offering to vote must be properly registered in Henrico County and must present a valid government-issued photographic identification document. Persons who do not meet these requirements will not be allowed to participate.
Mass Meeting Cancellation
If only one candidate properly prefiles for election as Chairman, that person shall be deemed elected Chairman of the Committee. If no more than the maximum number of Delegates properly prefile for the District convention, those persons shall be deemed elected Delegates. Should there be only one candidate for Chairman, and the number of Committee membership prefiles does not exceed the maximum number of Committee members, and the number of District convention prefiles does not exceed the maximum number of Delegates, then all persons who properly and in a timely manner took the steps to become eligible to be elected to the Committee shall be deemed elected to the committee, the mass meeting called for herein shall be cancelled, and notice of such cancellation will be posted on www.henricogop.com.
Mass Meeting Call Publication
The Henrico County Republican Committee voted at a duly called meeting on February 1, 2018, to approve this call and its terms, authorize the Chairman to make technical changes if required, waive publication in a newspaper, and publish this call only on www.henricogop.com and www.rpv.org.
